The Renfrew County Joint Transportation Consortium (RCJTC) is a not-for-profit organization that provides safe, cost-effective, on-time delivery of transportation services for the students in Renfrew County. We oversee all home-to-school bus scheduling for the Renfrew County Catholic District School Board and the Renfrew County District School Board.

We are recruiting for an Assistant Manager. This is a full-time position that is available immediately.

Reporting to the General Manager, the Assistant Manager plans, directs and coordinates day-to-day operations. This role is responsible for improving performance, productivity and efficiency through the implementation of safe, efficient and effective routing strategies. The Assistant Manager will ensure that the transportation route planners plan routes and maximize system efficiencies within prescribed parameters set out in the RCJTC policies and procedures and the implementation of effective operational methods and strategies.

Additional Role Responsibilities:

  • Ensure that all work within the department is completed in a precise, cost-effective and timely manner and in alignment with specifications and quality requirements;
  • Suggest improvements to operational systems, processes and best practices to support organizational vitality;
  • Contribute to the development and achievement of RCJTC’s strategic and operational plan and goals;
  • Act as a key member of the inclement weather process;
  • Review bus stop locations and defined hazard areas as required to ensure accurate student information is populated and student safety is not compromised;
  • Oversee contract performance management of all service contracts, have a thorough understanding of the compliance requirements related to transportation contracts, contract management and measurement;
  • Monitor quality controls and monitor key performance indicators (KPIs);
  • Liaise with bus companies as required;
  • Monitor bus companies for adherence to route plans, board and consortium policies and procedures;
  • Initiate and facilitate school communication meetings between school staff and the bus operators as required;
  • Provide second level support to external clients;
  • Interpret, analyze and problem-solve technical system issues and make appropriate recommendations;
  • Take a lead role in the analytical planning of the department;
  • Compilation of data and reports required for the Ministry of Education;
  • Coordinate and track health and safety training for staff, safety training for operators and students;
  • Evaluate staff, and coordinate work schedule for staff;
  • Act as backup to the General Manager in their absence; and
  • Perform other duties as assigned.
Qualifications
  • University degree or a three-year college diploma in planning, geography, GIS or business administration or other related discipline;
  • A minimum of five years of progressive operational management and supervisory experience – an equivalent combination of education and experience may also be considered;
  • Ontario Association of School Business Officials (OASBO) certificate in Pupil Transportation Management is an asset;
  • Project management training and experience;
  • Experience in the development and overseeing of budgets;
  • Ability to research and evaluate solutions to operational challenges, plan, organize, design and direct significant operational functions;
  • Well-developed IT skills with a minimum of three years of experience in computer software (databases, MS Office, etc.), GIS and preferably in a transportation or related environment;
  • Demonstrated leadership and organizational skills;
  • Working knowledge of Ministry of Education and transportation regulations, Highway Traffic Act, and local and municipal by-laws;
  • Demonstrated ability to effectively communicate with all levels of the organization and stakeholders;
  • Motivation to drive continuous improvement processes;
  • Self-confident, dedicated individual able to work with minimal supervision;
  • Outstanding interpersonal and relationship-building skills, with a dedication to developing lasting client partnerships, both internally and externally;
  • Strong genuine customer service focus and work ethic;
  • Ability to function competently in stressful situations;
  • Valid Ontario class G driver’s license with a reliable vehicle;
  • Requirement to pass a criminal background check – vulnerable sector screening.
