The Federation of Canadian Municipalities (FCM) is recruiting for a Manager, Capacity Building and Knowledge Mobilization. This is a full-time, permanent position.

Funded by Infrastructure Canada (INFC), the Municipal Asset Management Program (MAMP) is an eight-year $110 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future. Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs), communities of practice, professional and industry associations and other stakeholders, the MAMP has two complementary priorities: reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting; and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

The MAMP is currently undergoing a review to ensure that it is well-positioned to effectively deliver the additional funding provided by the federal government through budget 2019 and, as a result, the responsibilities of the position may change.

Major Purpose

As Manager, Capacity Building and Knowledge Mobilization you will be responsible for the general management and coordination of resources, activities and results of the following:

  • Capacity Building - including the organisation of national and local awareness and engagement activities, the provision of technical assistance to municipalities on asset management, support for peer-to-peer and cohort learning opportunities, as well as the development, delivery and coordination of training sessions and workshops across the country through third-party organisations.
  • Knowledge Mobilization – development and implementation of the program’s knowledge mobilization strategy, including identifying key stakeholders and opportunities to engage; supporting existing groups and initiatives that seek to promote municipal asset management practices at the national or regional level; and by organizing national and regional knowledge-sharing events.

You will be working in close collaboration with designated representatives of provincial and territorial associations (PTAs) and other program partner organisations for the design and implementation of the capacity building and knowledge management and mobilization activities of MAMP. 

As an active member of FCM’s Program Team, the Manager, Capacity Building and Knowledge Mobilization will support FCM’s overall role as a national leading municipal association aimed at strengthening local capacities and enhancing governance.

Key Responsibilities

  • Lead a team to deliver the capacity building and knowledge mobilization elements of the program and work collaboratively with other units to ensure the approach is efficient and consistent with other FCM capacity building and knowledge management initiatives.  
  • Develop and oversee the implementation of the MAMP national awareness-building strategy, including defining the approach, the key messages, methodologies and tools, and selection of the partner organizations.
  • Develop and oversee the implementation of the MAMP technical assistance strategy that guides the provision of technical assistance during the implementation of the program, including a national framework on principles and approaches for asset management across Canada, key areas for support, methodologies and tools, and selection of partner organizations.
  • Develop and oversee the implementation of MAMP’s knowledge management and mobilization strategy, including ways on how to improve the strategy to meet the needs of municipalities.
  • Responsible for the overall management of the capacity building, and knowledge management and mobilization components of MAMP (ensuring compliance with program strategies and administrative and financial procedures).  These include, but are not limited to annual planning, budgeting and financial management, implementation, monitoring and reporting on program activities, and the supervision of employees assigned to this component. 
  • Oversee the delivery of activities by FCM employees and partner organizations, ensuring a coordinated and effective approach:
    • Provide direction and guidance to employees responsible for the coordination of national and regional activities, marketing, engagement and local follow-up.
    • Manage the contribution of MAMP partner organizations, external specialists and consultants for timely delivery of the capacity building, and knowledge management and mobilization activities in order to facilitate the effective and efficient achievement of the program’s objectives.  Ensure project completion from third party organisations and review of their final reports to inform results-based reporting.
    • Collaborate with the Direct Funding component within MAMP in the curation of the knowledge, lessons learned, best practices and tools developed through that pillar, and integrate them into the program’s knowledge mobilisation activities.
  • Establish and maintain collaborative relationships with PTAs, Communities of Practice, professional and industry associations and other relevant stakeholders, to ensure the relevancy of program approaches and continual sharing of knowledge and information on capacity building related activities.
  • Provide advice and support to the Project Director on matters related to the capacity building, and knowledge management and mobilization components of MAMP, including the development of annual work plans, reporting on program results (financial and operational), the identification of opportunities and the development of proposals for capacity building and outreach activities, delivering knowledge sharing services and opportunities.
  • Secure collaboration and support from relevant FCM corporate services (such as finance, communication, policy and public affairs, and legal advice).
  • Work closely with other FCM related programs, in particular with the Municipalities for Climate Innovation Program (MCIP), to ensure the coordination and knowledge sharing of models, tools, best practices, sectoral knowledge and experience.
  • Responsible for the identification, assessment and prioritization of the risks to program delivery; develops, monitors and adapts mitigation measures to the evolution of program delivery.
  • Represent MAMP and FCM in seminars, conferences, events and meetings with municipal officials (directors, mayors, deputy-ministers) from local, provincial, and national authorities in Canada in relation to program objectives.
  • Responsible for the identification, assessment and prioritization of the risks to program delivery; develops, monitors and adapts mitigation measures to the evolution of program delivery.
  • Manages effectively the human resources associated with this mandate, including individual performance management, coaching, mentoring and providing guidance.
Qualifications
  • University degree in public administration, business, engineering, urban planning, program management, or related field or equivalent combination of education or experience.
  • A minimum of 7 years’ of progressively senior professional experience in program management, business planning and financial resource management is required, including 2 years’ experience in a people leadership role.
  • Leadership, team building, mentoring and coaching skills, ability to optimize employee capacities and lead a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
  • Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
  • Knowledge and experience related to capacity building approaches, adult education, and the transfer of skills and knowledge.
  • Experience and understanding of knowledge management and mobilization activities (e.g. researching existing knowledge tools, organizing resources, identifying gaps in existing knowledge tools, mobilizing tools and resources, developing case studies and guides).
  • Strong verbal and written communication, interpersonal, negotiation, representation and influencing skills.
  • Knowledge of asset management, municipal infrastructure and other relevant sectors to the program, and experience working in or with municipalities are strong assets.
  • The ability to work in both official languages (English and French) is required.
  • Some national travel (up to 10 times per year) will be required as a function of this role.
