We are currently recruiting for a Director of Human Resources. This is your opportunity to make a difference.

Reporting to the CAO, the Director of Human Resources is as an essential member of the senior management team. With a 2020 budget of almost $134 million in gross expenditures, you will play a key strategic role with responsibility for all human resources functions across our enterprise. In this key role, you will support our various business leaders by ensuring that we have an effective and efficient human resources plan in place to support our evolving needs and various programs and services across our organization.

In this key role, you will be responsible for leading and administering the human resources department, providing overall direction and coordination for all corporate human resources functions, including training and development, labour relations, recruitment, compensation, benefits, and health and safety.

You will also be responsible for:

  • developing and recommending plans, policies and strategies to address both short and long-term human resources and organizational objectives of the municipality;
  • for strategy formulation and negotiating collective agreements;
  • for providing advice to line departments regarding human resources policies, programs and procedures;
  • for preparing reports, making recommendations and attending council meetings as required;
  • for ensuring the employment requirements of the city are met.
  • Minimum 8 years progressive human resources experience (preferably in a municipal environment), including at least 5 years management or supervisory experience in a unionized work setting.
  • Strong understanding of the principles involved in compensation and benefits administration, labour relations, recruitment, health and safety and policy development.
  • The ability to analyze complex issues related to human resources portfolio in order to evaluate alternative solutions, develop sound conclusions, recommendations and courses of action.
  • Leadership and interpersonal skills to supervise a small staff team, provide advice and guidance to all levels including management and council.
  • Excellent skills in negotiating and mediating collective agreements and in conflict resolution.
  • Effective human relations skills in dealing with employees, department managers, municipal council, and external officials and agencies.
  • Thorough knowledge of relevant federal and provincial legislation
  • Proficiency in computer software applications.
  • Strong organizational, analytical, communications and presentation skills.
  • A university degree in human resources management, business or public administration
  • A certified human resources professional designation would be an asset.
